Chainsaw rope won't pull & chain won't move?

it fired right away after sitting for a year but the chain didn't move, then a few minutes later the cord/ rope wouldn't pull. engine not fast enough? ideas? thanks.

homelite 18" saw.

    take the chain off and remove the spark plug,now try and spin it over with the rope,sounds like its loaded up with gas,once you get it to where it turns over with the rope then look at the chain issue,could need some attention huh.
