Remove air filter and pour a small amount of gas in carb. if it starts then your problem is it's not creating a vacuum to pull the gas from the tank. Probable cause is leak at prime button or fuel cap not sealing. If it does not start probable cause is faulty spark plug

New gas helps and make it to the proper oil/gas ratio. That's good for a start. If it requires an oil/gas mixture and you tried to run it on straight gas, you may have damaged the engine.

Also, check that the switch is in the on position. Not that you haven't tried that, but it could be a loose connection as far as this is concerned.

Switch on, choke on, pull! Last option: Gasoline, pour, stand back, match, light, toss, enjoy.

did you take the carb off and take it apart to clean it?
if so you might not have it adjusted right
it should have a idle screw and a wide open screw
start with the wide open screw and turn it all the way in, then back out one and a half turns. then try to start and go from there.
if it tries to run, then keep adjusting screw in or out 1/4 turn at a time.
once you get it to start you can adjust from there, then see if it will idle, if not adjust that screw the same way

I would add one more thing to what you have so far. Check to see if you have a diaphragm in the carb. If it has one and it leaks for some reason then it will not start.
Good way to find out is to but little gas in carburetor intake and try to start if it trys then it is in the carburetor.

You say that you cleaned the carburetor but did you install a rebuild kit? If not you didn't finish the job. If it has spark and compression the issue is most likely the carburetor. The diaphragms go bad. When they go bad you don't have a fuel pump. $15 will solve the issue.
